Check sum of regional capacities against national before updating

We've had some issues with obviously funky capacity data coming in for NL. I've looked at the data we pull, and outside of these values the ratio is pretty much perfect, so I think we can put in a filter that basically checks this:

if sum(list_or_regional_capacities) / national_capacity >= 1.001 or sum(list_or_regional_capacities) / national_capacity <= 0.999:
    update_capacities = False

This is a really simple check and I think we will get non-funky capacity value quite soon after that. We can also set an error bar instead of a ratio, the range above will let through anything within ~30MW of the actual sum, so less than 3MW difference per region on average, which is quite precise. We can relax this if we want, and also make it optional / country-dependent if PVLive wouldn't benefit from it.
