Restart sync actually stops syncing

Seen with OpenCloud Beta OpenCloud Beta 3.0.0.1828 (from CI)

• Server has three spaces, Personal, Shares, Pictures
• connect client, wait for initial sync.
• Add a large 70MB file locally to the Pictures space.
• The client starts uploading.
• While uploading, hit Restart Sync. The sync stops. OK
• Wait 5 min. The sync does not restart. BAD
• The new large file is present locally, but not on the server.

The new large files shows up in the Not Synced tab as blacklisted

• The description promises "trying again in 23 second(s)" but that never happens while waiting 5 more minutes.

Workaround: Add another (small file locally). Then both are uploaded.
This workaround seems to cause an immediate re-download of the large file after upload. This wastes bandwidth, (but is hopefully harmless otherwise. ?? Could this cause file conflicts or corruption if editing the file locally??)

According to the logs, the issue here is that we encountered a sync issue. Which results in the affected file to be on an ignore list for at least 25s.
As the sync fails, we retry to sync after 2s, we retry that for 3 times until we give up.
That's 6s so there is no chance that that file gets synced.
The change only reschedules after 10s and reduces the minimum ignore time to 5s.
