Wrong property name in OCPBaselineRedfishService.v1_0_0.json

According to the [Manager schema](https://redfish.dmtf.org/schemas/v1/Manager.v1_21_0.json), there is no property named "DateTimeOffset".
If I did not guess wrong, it should be "DateTimeLocalOffset".
