Compiling Windows - copyfiles.bat

The title is

It is not crystal clear to me whether I need to run copyfiles.bat or not if I am using VS to debug.

1. Perhaps a note about why copyfiles.bat is needed would help.
2. Also shouldn;t the title be elevated to be bigger since it is a necessary step?

Copyfiles.bat also references VC13, so perhaps that should be updated too.
