Plugin Dev Manual: New Page: Eliminate Whitespace Errors

Lennart has created an excellent page to explain about setting up github repositories for proper whitespace formatting. It would be best targeted at Plugin Developers. I have included his text below which also has some good links to github instructions, and would like to know:

1. Where in the Dev Manual Outline this should be placed? Under the Plugins Dev Manual?
2. How to make a new page for it, as that is not inherently something that can be readily done in asciidoc/antora.
3. How to create a commit to add it as a page in the right place with the right outline and sidebar?

Some additional information regarding setup. I have a directory or file labeled ".editorconfig"

In that file is this:

end_of_line = lf
insert_final_newline = true

[*.{cmake,cpp,h,sh,in,yml,xsd}]
charset = latin1
indent_style = space
indent_size = 4

Also see attached (originally named ".editorconfig"

I see trim_trailing_whitespace = true
Maybe we should be adding "cr-at-eol" but I see the first few lines are doing this.
