Links to the Development Manual are circular and don't work.

Recently the links to the development manual do not seem to be working. They are circular and generally result in page not found.

It would be helpful if we knew if the links had changed and where they should be directed to now.

I did find what I was looking for in the Dev Manual.

Which is good, but there are some confusing links that don't work that we need to hunt down.
