oeSENC outdated and now O-charts is used. Updates needed.

As an example, here is a little chore that will require some asciidoc/antora work

and I don't quite know how to begin fixing it (this would be quite simple and quick in Dokuwiki)

O-charts was recently updated, but the documentation isn't.

The root issue here is that the manual that should exist in the o-charts project doesn't. We should take what we have, convert it to a manuals/ directory in o-charts, make a PR and add it o the included manuals in opencpn-manuals/main/site.yml.

This is the solution which would make it work as for other plugins, and also would give Dave a possibility to maintain the docs. Any other solution is IMHO welcome as a bridge until the proper solution is in place -- this could take some time.

Boating at the moment but next week I will do a Pandoc on the dokuwiki page and set up a PR for a manual for Dave's repo. When accepted I will get things lined up in opencpn-manuals.

I have made a new commit to oesenc_pi which directs users to download o-charts and advises that that plugin is now outdated.
If that could be merged and pushed up to io. It would be a decent stopgap.

I have made some basic work to get the o-charts manual in place.

• There is now an updated fork of o-charts at https://github.com/opencpn-manuals/o-charts_pi. We should all have write access here, it is cloned into opencpn-manuals.
• I have copied the manual directory from oesenc to the o-charts fork. The only change done is to update the title.
• The docs can be generated using antora site.yml, at least on linux. Something similar on windows, unsure about details. Depending on your setup, it might also be possible to use an asciidoc previewer.

Remaining work is to update the docs to actually match o-charts instead of oesenc. This is the heavy lifting which I don't have time for right now. If anyone has the time to do it, it would be great.

When there is something which we deem usable, it should be included in the overall manual. This is just about adding it to opencpn-manuals/main/site.yml, basically to add three lines of boiler-plate configuration.

Alex @leamas Did you accept my commit to oesenc first? -- I guess not.
I can try to make the changes, but I believe some things have changed in the way we are supposed to update io because you and Mike made some changes to the Dev and Plugin manuals destinations and configuration. Are we still using source?

1. We just PR the content that the o-charts plugin should have: replacing oeSENC contents o-charts_pi#1
2. We will also PR some text to the oeSENC plugin source (Dave's) to mark it as obsolete and add a link to the new manuals.
