When an Assistant Registrar submits a declaration for approval using a computer, the Registrar can see the declaration in the approval queue immediately, but the "Register" button remains disabled for approximately 24 hours after submission.
If the same process is performed using a mobile device, the Registrar can register the declaration immediately without delay.
Environment:
- Somalia Production (v1.6.2)
- Not yet tested on v1.7 or v1.8
Steps to Reproduce:
- Log in as Assistant Registrar on a computer.
- Review a declaration and submit it for approval to the Registrar.
- Log in as Registrar immediately after submission.
- Open the declaration in the approval queue.
- Observe that the "Register" button is disabled.
- Wait 24 hours → Button becomes active.
Expected Behavior:
The Registrar should be able to register the declaration immediately after receiving it, regardless of whether it was submitted from a computer or mobile device.
Actual Behavior:
When submitted from a computer, the Registrar must wait ~24 hours before the "Register" button becomes active.
Frequency:
Reported in multiple offices, especially in Dinsor where large volumes of registrations occur.
Impact:
- Delays in registration processing.
- Potential backlog and bottlenecks in high-volume registration areas.
