Update Somalia Certified Copies with new SVGs with a larger font

Tasks

• Request new SVGs for birth-certificate-certified-copy.svg and death-certificate-certified-copy.svg with no outlined text from Alta
• Using master as a base branch, make a PR from 1.8.1. Replace the previous SVGs with the new ones and use the same handlebars and handlebar helpers where appropriate
• Use image tags for the qrCode and signature

Note regarding dynamic images in an SVG:

"From 1.5.0 onwards, we no longer want the QR codes and Signature images on the SVG. Instead we just need to know width, heigh, x and y position. Then we add in a basic image tag."
