Update modal missing on Record Audit page after status flow: Notified → Rejected → Update → Send Incomplete Declaration.

Bug description:
Update the modal missing on the Record Audit page for the Birth/Death declaration. When a Hospital Clerk follows the status flow Notified → Rejected → Update → Send Incomplete, the Update modal does not appear on the Record Audit page. As a result, the user cannot review the intended update action.

Steps to reproduce:

1. Log in as Hospital Clerk/ FA
2. Create a Death/Birth Declaration
3. Sent the incomplete declaration
4. Reject the Declaration by the registrar/ RO
5. Update the declaration and by Hospital Clerk/FA, send it.
6. Preview the record audit page by Registrar

Actual result:

• In the record audit page for that rejected application, the update modal is missing.

Expected result:

• Should display Update modal in the record audit page with the Deceased's Details, Original and Correction Data in a table format.

Adding in comment from discussion @rikukissa @SyedaAfrida:
10598: I suggest we move this to the bottom of the list of mediums to fix, but it is a medium priority (by definition). Not having this recorded in the record audit is important for the end to end flow and full auditing.
Update in the record audit is much more important than "assigned" for example.
