Registrar can not unassign other users from record

Bug Title:
Register can not unassign other users from record

Steps to produce:

1. Log in as registrar
2. Try to unassign other user from any record

Actual Result:
Unable to unassign other users as unassign action is missing

Expected Result:
Registrar should be able to unassign other users and assign himself to any record.

Configuration bug? Have they been given the scope record.unassign-users?

According to this scope, they should have been given. However, it is working fine before migration.
