Field Agent cannot see rejected `Validated` declaration in “Requires Update” work queue

Bug description:
Create a complete declaration by the Field Agent, then validate the declaration and send it for approval by the Registration Agent. The Registrar rejects that application, and the declaration goes into the Requires Update work queue. It should be visible to the Field Agent, Registration Agent, and Registrar. However, the Field Agent cannot see that declaration in their Requires Update work queue.

Steps to reproduce:

1. Create a complete declaration by the Field Agent (FA).
2. Validate the declaration and send it for approval by the Registration Agent (RA).
3. Registrar rejects the application.
4. Check the Requires Update work queue for the Field Agent.

Actual result:

• The declaration is not visible in the Field Agent’s “Requires Update” work queue.
• However, it is visible to both the RA and the Registrar.

Expected result:

• The rejected declaration should appear in the “Requires Update” work queue for the Field Agent, allowing the FA to make necessary updates and resubmit.
