Verification status does not change from ID Authenticated to Pending Verification after making a change & draft by the RO

Bug description:
Hospital clerk creates a death declaration by e-Signature/ID verification. Revoke the verified data and replace all the data on the page by the Registration Agent, and make a draft of it by clicking on the Save & Exit button, and send the declaration for approval to the registrar. Now observe the Verification status: still showing the ID Authenticated instead of Pending Verification.
Steps to reproduce:

1. Log in as Hospital Clerk
2. Create a Death/Birth Declaration by e-Signature/ID verification
3. Log in as Registration Agent
4. Review the declaration, & revoke the identity details
5. Replace the respective fields
6. Make a draft by clicking on the save& exit button
7. Sent the declaration for approval
8. Log in as Registrar, observe the Verification status

Actual result:

• The verification status is still showing ID Authenticated, though an update was made on the information.

Expected result:

• The verification status should be changed according to the update made by the Registration Officer(RO).

NB: The bug only arises when the draft is being made by the Registration Agent (i.e., Declared by FA -> Update by RO -> Draft by RO-> Sent for Approval). But it works fine for the normal flow( Declared by FA -> Update by RO-> Sent for Approval)

Mosip bugs need to be fixed before migration test and Demo. So definitely 1.9.1
