Bug description:
Duplicates are not flagged when created through e-signate flow.

Steps to reproduce:

1. Create a declaration using QR scan/ e-signate.
2. Create a second declaration with the same details using e-signate.
3. Submit and observe.

Actual result:
Duplicates are not flagged when created through e-signate flow. Works fine when created using QR scan.

Expected result:
Duplicates should be flagged when created through e-signate flow.
