Bug description:
Record doesn't move to 'In external validation' workqueue before going to Ready to print workqueue.

Steps to reproduce:

1. Create a birth declaration with mother's/ father's verified ID.
2. Observe if record goes to 'In external validation' workqueue.

Actual result:
Record doesn't move to 'In external validation' workqueue before going to Ready to print workqueue.

Expected result:

• Record should move to 'In external validation' workqueue before going to Ready to print workqueue.
• 'Waiting for validation' history action should appear before 'Registered' action.

@Zangetsu101 could you confirm if this is simply because the country config made a direct approval for the action (instead of the async flow)? Thanks!

@rikukissa Not exactly because of that as we are indeed "accpeting" the register action asynchronously with mosip-mock, it's just that we don't really have a "send to external validation" action. What we have is register (request) -> register (accept). So in the frontend we could map the register (request) action to "Waiting for validation" although currently I believe we ignore all the "request" actions in the history view

Mosip bugs need to be fixed before migration test and Demo. So definitely 1.9.1
