Sometimes the informant details page leads to the error page after authenticating using Mosip.

Bug description:
When we authenticate the informant's details page using Mosip, first, the declaration gets stuck in the outbox. Then, all the declarations that use Mossip to authenticate lead to the error page. The issue is not consistent, but it can regenerate sometimes.
Steps to reproduce:

1. Log in as FA
2. Create a Death/Birth Declaration
3. Authenticate the Informant's details page by using Mosip
4. The declaration was stuck in the outbox.
5. Then again, create a declaration, and authenticate the informant's details page using Mosip.
6. Observe the result.

Actual result:

• After the declaration is stuck in the outbox, the following declaration leads to the error page.

Expected result:

• Should work fine even if the declaration is authenticated using Mosip.

Mosip bugs need to be fixed before migration test and Demo. So definitely 1.9.1

@taohidkhan22 just want to confirm, was it all the declarations that use MOSIP or just all the declarations?

Yeah, the bug was not consistent. At first, the declaration was stuck in the outbox workqueue, which was created by Mosip, and then after all the declarations which was verified using Mosip, it led to the error page. @tahmidrahman-dsi

The developer couldn’t reproduce the issue on his local setup, and I also couldn’t reproduce it during the latest QA testing. Since the bug happens only sometimes, it might be related to the environment or a temporary MOSIP issue. I will keep checking, and if the issue comes back, I’ll collect logs for further investigation.
