For birth events, 'Unverified ID'/ 'Pending verification' badge is incorrectly shown for father/ mother/ informant after submitting declaration.

Bug description:
For birth events, when informant is father/ mother, 'Unverified ID' badge is incorrectly shown for father/ mother after submitting declaration.

Steps to reproduce:

1. Login as Registrar.
2. Create a birth declaration.
3. Register the declaration.
4. View the declaration from Ready to print workqueue.

Actual result:

• When mother is informant and father's details not available -> mother's details shown as 'Unverified ID'

• When mother is informant and father's details available -> father's details shown as 'Unverified ID'

• When father is informant and mother's details available -> father's details shown as 'Unverified ID'

• When informant is grandmother, father's details available -> father's details shown as 'Unverified ID'

Expected result:
Information input using QR scanner shouldn't change status after submitting declaration.
