Fix issue with local development environment requiring restart of events-service

When setting up a local development environment for the first time, you will need to restart the events-service by hand, since its not automatically restarted after the migrations.

@eduffus @rikukissa @SyedaAfrida essentially starting a dev environment requires manual intervention at the moment. Its a big overhead for SIs, IPP, and our docs for 1.9.0 describe a broken process in installation. After product webinar, this will be highly visible. Hence IMO this needs resolved in 1.9.1 otherwise that support burden is carried over by me and @cibelius into the new year.
