Hide birth certificate header and footer on export to pdf

We will be demo'ing the current production environment using security paper to print birth certificates.

We need to add the property to the SVG file that doesn't include the header and footer elements on export.

In the image provided I have highlighted those areas.

This ticket is to:

• not include the header and footer when exporting to pdf
• remove the QR code
