Configure 'Approval of late registration' -workflow

This will include:

• New custom action 'Approve' (already partially implemented)
• New related user role(s) named Provincial Registrar. For now, this user should be able to do the Approve action of late registration and also have the new workqueue permission.
• New related workqueues named Requires approval (ask @jpye-finch for confirmation)

After this is finished, let's demo to Jon to make sure its working as intended.

According to the workflow here, record should go to 'Pending registration' for registrar. And after Registrar registers it, record should go to 'Pending certification' workqueue from where user can print certificates.

Currently record goes to 'Ready for review' after Provincial registrar approves -> ready to print after Registrar registers.
