In offline mode, certificate preview page refresh not working properly

Bug description:
In offline mode, the certificate view page of declarations (Previously downloaded declarations from ready to print queue) doesn't refresh properly.

Steps to reproduce:

1. Login as RA.
2. Navigate to Ready to print work-queue.
3. Click download on any declaration.
4. Download the declaration.
5. Go to offline mode.
6. Navigate to the previously downloaded declaration's audit page.
7. Click on 'Print' .
8. In the certify record page, select 'Print in advance'.
9. Click on 'Confirm'.
10. Refresh the certificate review page.

Actual result:
Refresh takes a longer time than usual. The certificate view doesn't appear again after refresh until the screen is locked and then entered in the app using pin again.

Expected result:
The refresh shouldn't take more time than usual.

To find the underlying issue, farajaland-qa or farajaland-dev (which isn't available right now) should likely be used to allow refreshing via the service worker. I'm unassigning myself as the QA server located closer to the QA team is very slow for me, and development is currently down due to E2E changes.

@SyedaAfrida @eduffus as offline certification is not possible currrently, this test case needs some amendments or perhaps a design improvement? Not sure it is a bug
