Get location lookup values from OpenCRVS

As a developer I want an endpoint to get all existing locations for Niue so I
can populate various location form fields

Tech tasks

• Modify the existing fake query to get location lookups, to get real values from OpenCRVS

Other requirements

Make sure that the endpoint is able to return locations which might be disabled as they may be historical locations

@Siyasanga You have not said where there locations are coming from.
Are they coming from mongodb or from the openCRVS API?

Thanks @tumbledwyer In this case they are coming from the OpenCRVS API that gets called by the digitizer server, is that right? Or the request need to be made directly from the frontend straight to openCRVS
