Get User lookup values from OpenCRVS

As a developer 
I want an endpoint to get all existing users for Niue so I can populate various location form fields

## Tech tasks

- [ ] Modify the existing fake query to get user lookups, to get real values from OpenCRVS

## Other requirements

Make sure that the endpoint is able to return users which might be disabled as they may be historical users
