It isnt possible to deselect any of our form selects

Describe the bug
You can create a declaration and select any item from a select. But you cannot deselect it if you selected it by mistake.

Which feature of OpenCRVS your bug concern?

To Reproduce
Steps to reproduce the behaviour:

1. Login as a field agent
2. Submit an in-progress declaration
3. Choose a value in any select
4. Submit the declaration
5. Login as a registration agent
6. Download and view the declaration
7. Click change next to the select
8. You cannot deselect the item

Expected behaviour
If a user has made a selection in error, you cannot go back. You should be able to deselect an item.
