Upgrade Somalia to current develop and configure the birth & death forms in events v2

• First of all, make a new branch from master to upgrade the countryconfig repo to release-v1.8.0 (Its not released yet, so we need to leave this open as a Work-In-Progress PR). - This will merge when 1.8 is released in the next 2 weeks.
• Branch from this work-in-progress PR, to make another work-in-progress PR for us to upgrade to the latest develop branch. You can then run events V2 with the Somalia countryconfig locally.

This base branch of upgrade-to-1.9 will be the base feature branch for all the work below:

• Upgrade the birth form from the v1 config to the v2 config
• Upgrade the birth certificate from the v1 config to the v2 config
• Upgrade the death form from the v1 config to the v2 config
• Upgrade the death certificate from the v1 config to the v2 config
• BLOCKED: configure certificate collection and registration correction form for birth
• BLOCKED: configure certificate collection and registration correction form for death

We will leave all these PRs open and branch from them to add in extra events as we understand the config requirements (e.g. Divorce, Marriage etc)
