Create stray catfish records #46
Description
Further to #29, figure out how to handle the problem of catfish, for which there are species listed within the limits table for which we don't otherwise have fishing data. I suspect that we basically need stub files for each one of those, containing a bare amount of data for them, in order to provide their limits data.
