Install localpv using kustomize

Describe the problem/challenge you have
I see that there are some plain manifests available in the folder deploy/kubectl, however they seem to not getting much love, also they contain examples (busybox) I would not like to deploy along with it.

Describe the solution you'd like
With localpv provisioner only having few moving parts, I would like to have a kustomize file and (production-grade) manifests to install localpv provisioner with.

Anything else you would like to add:
Apparently a similar feature request was risen for zfs-localpv that also got added in this PR, but - for whatever reasons - got removed again.

Hi @soerenschneider. We've moved to helm charts for deployment. We are generating the YAMLs from the helm templates as well. We could have kustomize on here as well, but I am afraid we might not be able to test it on the pipeline very often. @soerenschneider -- would you be interested in contributing the kustomize.yaml and potentially maintaining it?
