Backup etcd healthy replica list into diskpools #1929

Currently the healthy replica list is persisted only on etcd. This complicates the restore from etcd procedure as we may be restoring an incorrect replica or we may not know which replicas is healthy.
Describe the solution you'd like
Persist the healthy replica list in the mayameta partition of the replicas, facilitating the restoration of etcd snapshots.

This will need an OEP as well, creating this ticket here so we don't forget.
