Specs

• The page shows a data table with two views: "Issued Certificates" and "Granted Exceptions" (described in tickets [PASTE TICKETS HERE]
• The page has pending tasks below
• In line with the tool title "Certificates" are three actions:
• Primary button is "Grant Exceptions" which opens a modal for exception granting. See ticket Ticket - Add to Exception List #108
• Secondary button is "Invalidate Certificates" which opens a modal for invalidation. See ticket Ticket - Invalidate Certificates #109
• The three dot menu shows a dropdown menu with only "Student Generated Certificates" which opens the options menu (see below)
• Clicking "Student Generated Certificates" drop down menu item triggers a modal
• The modal has a checkbox that is default selected for courses with the text "Enable Student Generated Certificates"
• There is also text explaining default state: "This functionality is enabled by default"
• Save option is inactive unless the user changes the state of the checkbox (ie: no change: default is enabled. if the user clicks to disable student generated certificates, save is now active. If the state is disabled when user opens the modal, clicking to enable student gen certificates will activate the save button).
