Owning group needs to be changed

In https://github.com/openedx/openedx-events/blob/main/catalog-info.yaml, the "owning" group is https://github.com/orgs/openedx/teams/hooks-extension-framework, but by our naming conventions this group is not allowed. One of two paths forward is the right one, please let me know what you want to do:

1. Change the owner to https://github.com/orgs/openedx/teams/committers-openedx-events
2. Make a group wg-maintenance-openedx-events to be a group of maintainers (this team only has read access, so you can add non-Core Contributors to this group if you wish).
