[FEATURE] Minimisation of line flow difference to current flow limit #588

Currently, the load and generation shedded is minimized. Hence, the optimization tries to fit in as much generation and load as it can by using the flexibillities. Afterwards, the remaining power is included by extending lines and transformers. In this step, the flexibilities are not used anymore to minimize the required grid extenstion even though there still might be flexibility potential.

Possible solution: Instead of minimizing the shedded load and generation, the difference of the line flow to it's current limit is minimized. In the optimization the line limits are not set as a boundary condition anymore. This way the optimzation uses the flexibilities to fit all load and generation into the grid. The consecutive grid extension is minimized since high deviations from the line flow limits are minized.

Only minimizing the line losses is not sufficient. If the line limits are not taken into account, small lines might be assigned high power flows and big lines might not be fully used. This would lead to grid extenstion needs even though there are free grid capacities.
