• Merge evalSumKeyMap, evalAutomorphismKeyMap

• Need a logic on which keys should be serialized/deserialized depending on which functionalities we want to support

• Need flags on which functionalities currently are supported

• If some keys are missing, we can use other keys to evaluate the desired rotation.
