Add a user mail / notifications / messages system

It would be very useful to have an internal user notification and/or messenging system, that we could use to:

Why

1. welcome users
2. send automated messages (e.g. to thank them when they complete a mission, when someone edits a product they are watching etc.)
3. possibly for admins to message users individually
4. and also possibly to allow users to message one another (which would open a new can of worms, but at least we could consider the technical feasibility even if we don't enable it at first).

I actually need this feature for the platform for producers, so that they can get notified when an import they are doing is finished, or when someone corrects data that they supplied.

I'm guessing there are hundreds of notification systems that we could use and plug into instead of recoding a new one in Perl. ;) Any suggestions?

Ideally users would be able to select their preferences to get updates by email, see them on the site, via mobile notification etc.

Utilizing a CRM system can effectively address the issue, but it is equally important to ensure its cost-effectiveness. I would love to here the current status of it.
