I investigated this. Config_off.pm defines $options{manifest}, but Config_obf.pm, Config_opf.pm, and Config_opff.pm don't, so cgi/manifest.pl only outputs related_applications for OFF. Would you prefer adding manifest definitions to each flavor config, or moving the common manifest generation into cgi/manifest.pl?

I think the configuration based approach would make more sense. manifest.pl is already generic and reads the manifest values from $options{manifest}, while the Config_* files contain the flavor specific configuration. So I think we should add the OFF app under related_applications in the relevant OxF configurations rather than adding OFF specific logic to manifest.pl. This keeps the manifest generation generic and the flavor specific behavior in the corresponding config files.
If that sounds good, could you assign this issue to me? I'd be happy to work on it and submit a PR.
