`Quantity.from_list` is not defined in pyi.

Related to #118 and #117

There appears to be missing methods from the Quantity definition in https://github.com/openforcefield/openff-units/blob/main/openff/units/units.pyi. In this particular case we're seeing that from_list isn't defined.
