Feature persistence and temporal properties

Opening an issue to capture discussion of the semantics of temporal properties. Do they represent the "lifetime" of a feature or a state / interval of a persisting feature? Should this be communicated by a special feature collection type, or persistent feature labels in json-ld, or in another way?

Meeting 2022-01-24: Agreed to consider this aspect as future work. The idea is not to constrain the semantics of the primary spatial and temporal property to a particular interpretation. The only thing that a future extension could to is to clarify the semantics for a particular instance.
