chore: upgrade testcontainers packages to work with the latest Docker Desktop (#1064)

## Summary

Upgrade `testcontainers` and `@testcontainers/postgresql` to work with
the lastest Docker Desktop

### How to test
- `npm i`
- Run `npm run -w backend test:integration` and verify that it still
works
