[AI-2]: Bump typescript and eslint deps

TL;DR

Upgrade TypeScript and ESLint Dependencies to ensure compatibility with our other dependencies.

What changed?

• Upgraded TypeScript from v4.6.3 to v5.5.4
• Updated @typescript-eslint/eslint-plugin and @typescript-eslint/parser from v5.9.1 to v8.45.0
• Updated various @types packages to their latest versions
• Fixed linting errors by properly handling empty catch blocks

How to test?

• Run through Plumber, everything should still work as is
