Many huge files in conf/html delaying start

Hi,

Using latest 5.0.1 milestone release, but this behavior has been noticed for a long time with previous releases, too.
It is definitely a stupid user error and maybe even a bug?

I store hundreds of video files in the conf/html folder to serve them internally via http without the need of an extra webserver. Unfortunately this has an extreme impact on the start up of openHAB. For about one hour the CPU is constantly facing high consumption.

I wonder what openHAB does with the files? Loading into cache? Any option to change the behavior?

I store > 4900 photos (*.jpg) in conf/html/photos/
My startup time isn't bad, perhaps 1-2 minutes and afaik, the cpu isn't high for more than 5 minutes at startup.

What extensions are your video files, and did you notice anything in the log?

Well, these files are dumped video streams from my ring doorbell. Once motion is detected I use ffmpeg to connect to the live stream and dump it. This means the files don't have a proper header, but if I name them .MP4 and send them with openHAB via telegram, they play fine on my phone (with just the first few seconds corrupted frames)
