Demo app: bundles in state starting

When I run the demo app on my local system (I typically do via mvn bnd-run:run, Windows), not all bundles are starting:

http://localhost:8080/system/console

I encountered this when I was checking the latest PRs with dependency changes on core, but for me, this happens also on current main.

@wborn can you comment if this is normal, and maybe give advice how to debug this?
