Invalid instructions for maven

Steps to reproduce:

1. Copy maven profile from https://github.com/openhab/static-code-analysis/blob/main/docs/maven-plugin.md to pom.xml
2. Replace <version>${sat.version}</version> with <version>0.13.0</version> (or add property)
3. execute mvn clean install -P check

Output:
