Proposal/Process Needed: Code of Conduct Changes

In our discussions about improvements/modifications to the OpenJS Foundation Code of Conduct, we identified that we need a process for informing the community if and when the CoC updates. For example, we are using Contributor Covenant 1.4.1 - with the understanding that we would like to use most up-to-date version of the Covenant, we would like to be able update and share these changes with the community quickly.
