Template for liaison reports

During today's call, we discussed having some kind of template for liaison updates in order to make updates easier to do and easier to consume.

Here's a list of questions to get us started:

• what's new?
• what's potentially relevant to our projects?
• which projects are impacted?
• any action request for the Foundation or our projects?

We also discussed the format, notably:

• a space for those in google doc
• an issue template
