Document Guidance for requesting travel funds for Standards WG-related activities

As travel for standards meetings and events picks back up and budgets (unfortunately) tighten across the board, it would be ideal to offer guidance to our community members and to the CPC from the perspective of this WG about reasonable requests, prioritization in the face of limited resources, and expectations of fund recipients by the CPC and Standards WG. This is well connected to ongoing discussions in the CPC and OpenJS Operational staff about overall improving this process. Let's discuss and align our thoughts.
