Provide simple page navigation for the list of journals

For example, adding a table of contents with links (and links back to the it) so that one can jump to the required journal and jump back to the contents.

BRF: One way to do this list is with a grid of small-ish journal covers at the top, underneath the orange box. This would semantically be a ul and the journal name would be there in the alt text for screen reader users.

The search bar would be moved down.
