offsetStart is already divided by freq in https://github.com/digitalinteraction/openmovement/blob/72c992b0ea524275d898e86181c5b38a9622c529/Software/AX3/cwa-convert/java/src/newcastle/cwa/CwaBlock.java#L236
so it would seem that it's being divided twice. For reference, I checked the C version and it seems that it is not divided again there: https://github.com/digitalinteraction/openmovement/blob/72c992b0ea524275d898e86181c5b38a9622c529/Software/AX3/cwa-convert/c/main.c#L567
