Description

It would be great to automate the creation of a new issue month to add the Steering Committee recap to the blog.

• Here's a way to do this using GitHub Actions.
• Here's a template for the issue content.

It would be cool to be able to include the specific month needed, so if they pile up we still know which months need recapping. Not sure if this kind of variable is possible.
