Rebuild Uniprot linksets by SPARQL from original Uniprot RDF

https://github.com/openphacts/ops-uniprot-linksets contains the results of running SPARQL against ops2's virtuoso - but this should instead use its own download of uniprot RDF dumps so we know we have links from the correct uniprot version correctly.

This is more of a reproducibility exercise to automate the linkset building, and so delayed until after IMS 2.1.
