TokenExpiredError Prevents Status Update

There's a possible condition where the user's token expires before the matching finishes. Because the token is expired, the matcher cannot post a note edit updating the status, causing the assignments page to appear to stall

It's possible to extend how long a token is valid for when instantiating the openreview-py client.
You just need to pass tokenExpiresIn param.

It can be extended up to 1 week.

Seems like implementing the solution in openreview-web is very tricky. So here is a different approach:

• We could validate that the token is valid using a new API endpoint.
• We then impersonate the user using a Super User API key stored as a secret in the matcher config. Token expiration should not be an issue since we could handle the expiration from the matcher.
