The TMLR/Action_Editors/-/Recommendation invitation specifies that tails must be members of the group TMLR/Action_Editors, however the edge browser shows the "Recommendation" button for users that are not part of the group.

How to reproduce it:

• Go to the TMLR website,
• Impersonate an authors that have a pending recommendation task.
• Search the profile "Purnamrita" in the profile search and the user that is an AE appears with the button "Recommned"
  This user was in the AE group but it was removed a few months ago and the Assignment, Custom_Max_Papers and Availability edges were not deleted.
